He effectively said he's using Merlin Rohl in a similar way to the way City transformed Matthias Nunez into a RB from a midfielder for now, and that they want to buy one who's noticeably better than Rohl (ie not just buying any random RB and then end up preferring Rohl there anyway, and having wasted £15-20m).

He didn't say it directly, but I think that's the analogy he was drawing. Converting an athletic midfielder into a RB.
