What I was thinking too tbh... You might be farmed out on multiple loans but they'll be well thought out and planned so your development is maximised.

You'll probably never play for Man City but you'll have a good career.

I couldn't tell you what the plan here is, but it's unlikely it'll benefit your career in any meaningful way.

FFP: You can only spend an arbitrary about of money so that you only lose an astronomical amount of money each year instead of a multiversal amount of money, so you need to invest in developing your own players of a higher quality.

But....
Contact Law: People under 16 can't sign contracts, and are free to do whatever they want until a point where they can sign a contract.
Brexit: Players U18 from the EU can only sign for teams in other schengen countries.
FIFA: Ha, no we're going to stop you signing anyone U18 from anywhere!

So to survive you've got to produce players who aren't good enough to be wanted by any of the top 6/7 at the age of 16, but are going to be good enough by the time they're 21/22 to sell for enough to keep the club afloat, as long as they don't leave for free at the end of their first contract and you get a nominal fee.

Part of the problem though innit. We (the other dozens and dozens of clubs) can’t keep hold of the kids long enough to sell them for decent money. So naturally we’re swimming against the tide with finances, not able to buy because of P&S because we have no homegrown talent fetching a decent fee (maybe once every 5+ years?) so any kids that come through can’t be trusted because every match is of the upmost importance.

We're all just feeder clubs now. Bottom feeders.

Doesn't make it right. Didn't there used to be a rule about the distance you could be from the clubs base?
