Who should be in the Premier League?

Who should be in the Premier League?
As the business end of the season approaches, I always start to keep a closer eye on the promotion/relegation races and root for teams to be in the leagues I think they should be.
I guess a lot of my logic stems from when I first started to really learn more about other teams, when I started playing Premier Manager 3 back in 94/95, collecting stickers for (and very nearly completing) the 95/96 album and wondering which promoted Subbuteo teams I'd need to buy for the next season.
So, in an ideal world, which 20 teams do you think should make up the Premier League? I've made a list of mine below – they're not particularly my favourite teams but the ones I think 'deserve', if that's the right word, to be in the PL.

Blackburn
Chelsea
Crystal Palace
Derby
Everton
Fulham
Leeds
Liverpool
Man City
Man Utd
Middlesbrough
Newcastle
Nottm Forest
Sheff Weds
Southampton
Sunderland
Tottenham
West Ham
The others that just didn't make the cut would be: Bolton, Bournemouth, Brighton, Burnley, Coventry, Leicester, Norwich, QPR, Stoke, WBA and Wolves.
Coventry and QPR are two teams I always associate with the PL - mainly through nostalgia, I suppose, but I'd probably rather see them than any of those others who have probably spent longer in the league and have more of a claim.

They were irrelevant until they started financial doping

Wouldn't have Fulham and Derby in there,maybe Derby at a push.
Blackburn, Sunderland and Sheff Wed certainly yes.
Maybe swap Wolves for Middlesbrough too.

Not sure about the City out shouts - they were in the old First Division and the early days of the PL, and have been a fixture for well over 20 years since getting promoted back up.

Depends, are we talking who should be in based on the history of the Premier League or top flight football? @Shogun's would be the closest to my own, I'd probably include Derby instead of Leicester and, putting my bitterness aside for a moment, the Shite instead of Forest.

I'd have Watford on a rotation about every fourth season with the stipulation that they had to use at least three different managers in each season they appeared.
I'd also give a mention to Pompey as outsiders. Fratton Park, with it's Archibald Leitch heritage is a place to be cherished. Them v Soton will be a tasty game in the Championship next year.

I'm surprised Blackburn get so many shouts. Apart from the very early days of the old football league and the three or four years under the Walker money they've been largely anonymous.

Not really into ''should'' tbh. It smacks of elitism and entitlement. It ''should'' always be a meritocracy.
