They will drip-feed amounts until a suitable (but probably less than our valuation) fee can be agreed upon. I suspect they will start including players later on if they don't get a positive answer from us.

I think they are just using the media to put pressure on us, because you notice a lot of the stories coming out are from the United perspective not the Everton one, which suggests that it's the Man U media department pushing their stories to select journalists.
And then another component of it is Ineos trying to win over their fans by appearing like hardcore negotiators, which separates them from the previous wild and frivolous spending that Utd did in recent years. It's a form of posturing and PR, as well as trying to get the player cheaper.
