Think it's one of those biases. I thought similar when we came up against France and Denmark twice in consecutive group stages of the cup.
Assuming we're looking at the last 20 years, and say on average a team makes but doesnt get out of the group stages, it's approaching 50/50 to have played at least 2 other teams twice over that period.
That's also assuming only 75% of teams reappear in consecutive cups, (and obviously ignores better teams featuring more regularly deeper into tournaments).
The chance of not playing at least one team twice is less than 5%.
The other thing was I thought we'd played South American teams far more regularly than we had, when it was actually qualification process rather than the finals - where we had to play the 5th best South American team over two legs to qualify (and usually lost to them), whilst in Oceania. And you guys just got beaten by Senegal last year in a friendly. Those memories stick.
The good news is that the chances drop significantly if you make one of those teams Italy, who have played only a handful of group games in that time since 2006!

Looks like we’d probably want DR Congo to win then to have them as opponents over Senegal?
Considering Senegal beat us recently I’d rather avoid them.
